В статье рассмотрен один из злободневных вопросов высшей школы – выявить не только особенности подготовки аспирантов к защите диссертаций на соискание ученой степени, но и причины, препятствующие этому процессу. Очевидно, что секрет качества подготовки специалистов сложился задолго до наступления 21 века, претерпев за это время шесть существенных преобразований, которые на сегодняшний не очень способствуют качеству выпуска специалистов. Для внесения предложений по обеспечению качественной подготовки аспирантов для защиты диссертации на соискание ученой степени был проведен анализ нормативных документов Российской Федерации, России и зарубежных стран в части, касающейся порядка поступления и обучения в аспирантуре. Выявлено, что этот процесс имеет отличия как в организационной структуре подготовки научно-педагогических кадров, так и порядке защиты диссертаций. На основании мониторинга причин, влияющих на подготовку аспирантов в высшей школе РФ предложены мероприятия по их устранению.
The article discusses one of the topical issues of higher education – to identify not only the features of preparing postgraduate students for the defense of dissertations for an academic degree, but also the reasons that impede this process. It is obvious that the secret of the quality of training of specialists was formed long before the onset of the 21st century, having undergone six significant transformations during this time, which today do not contribute very much to the quality of graduation of specialists. high-quality training of postgraduate students for the defense of a dissertation for an academic degree, an analysis of the regulatory documents of the Russian Federation, Russia and foreign countries in terms of the procedure for admission and training in graduate school was carried out. It is revealed that this process has differences both in the organizational structure of the training of scientific and pedagogical personnel, and in the procedure for defending dissertations. Based on the monitoring of the reasons affecting the training of postgraduate students in the higher school of the Russian Federation, measures to eliminate them are proposed.
